Les Traités internationaux font obligation à la Pologne et à la Lituanie d’autoriser le transit via le corridor polonais de Suwalki et via les chemins de fer lituaniens. Cependant les « sanctions » illégales de l’UE contre la Russie avaient dans un premier temps conduit à stopper le transit. Puis la Pologne avait rouvert le corridor de Suwalki à la circulation, mais le Lituanie avait maintenu la fouille des trains et l’interdiction des marchandises sous embargo. L’impossibilité pour Moscou d’approvisionner son enclave de Kaliningrad était un motif légitime de guerre. L’accord, qui établit une dispense aux « sanctions », semble satisfaire pleinement les deux parties.
